About Management of Value

MoV (Management of Value) is a set of guidelines developed by the UK Cabinet Office. It sets out the principles, applicable to any sort of organisation, for maximising value from investment in initiatives. MoV may be applied to a single project or embedded into the operating practices of an organisation.

MoV asks the question “Are we maximizing the value of our essential investments so we get optimal benefits, at an affordable cost, with a known and acceptable level of risk?” In these times the pressure to demonstrate value for money is even stronger and MoV provides us with techniques and processes to achieve this. As the definition of value is often subjective, the needs of all stakeholders need to be balanced in the equation.

The approach described in MoV is not new. It is based on established practices from industry sectors including value engineering. The guidance draws these best practices together in a way which can be integrated into other best management approaches for project management, programme management and portfolio management.

By focusing on function – what things do rather than what things are - the way is opened to less costly solutions or ones which are more efficient to operate.

Only when functions are specified and outcomes are clearly defined in terms of the expected benefits does MoV explore different ways of doing these things to maximize value. This approach enables MoV to improve benefits, reduce expenditure and speed up delivery without impacting essential project scope or service quality.
